The ETBF Congress met at the Ibis Hotel Mariahilf in Vienna, Austria to discuss changes to the European Federation rules. Changes were implemented to the European Youth Championships, the European Gold Cup, PBA members playing in the European Championships, limited ball check at championships and reduced number of presidium members.

European Youth Championships
As a consequence of the continued increasing number of participants in the EYC, the Congress decided as follows:
Each federation will be allowed to be represented by a maximum of 4 girls and 4 boys instead of 6 girls and 6 boys. The events will be Singles - Doubles - Team of Four - All Event - Masters. The Singles event and the Team of Four are new events, which replace the Trios and the Team of Five events. There will, in the same way as for the European Men Championships and the European Women Championships, be one game semi finals and a one game final in four of the events. The All Event standing will be decided after the 18 games pin fall.The EYC Masters qualification will still be played over 18 games and on a single lane condition, since the Congress decided not to introduce dual lane conditions for the youth.
The changes will be in effect as of the EYC 2009 in Sweden, while the EYC 2008 in Helsinki will be the last youth championships played according to the present rules.

European Gold Cup
After years of discussions and problems with handicap calculations because of different registration systems from country to country and in addition problems to locate hosts for the event, the Congress decided to terminate the European Gold Cup as of 2008.This means that the recently conducted Gold Cup in Cyprus became the last of its kind.

PBA members in European Championships
It was decided to open European Championships for all individual members of our federations, no matter if they are members of other clubs, tours or organizations in addition to a federation membership. This means that PBA members, previous as well as present, can participate in European Championships as of 2008, under the premise that they are selected by their federations to their respectively national teams.

Limited ball check at championships
In effect already as of the next championship in Europe, which is the European Champions Cup in Luxembourg in September this year, the massive and complete check of all bowling balls of all participating players will not be done any longer. Prior to the start of the championship there will be no mandatory inspection of the balls, only registration of those to be used during competition. Immediately prior to the start of the semi finals of the doubles, trios and team events, as well as prior to the start of Step 4 in the Masters event the bowling balls of the players who have qualified for the semi finals will be completely inspected. If an “illegal” ball is found at that inspection, the player will be disqualified and all scores declared null and void.

Reduced number of presidium members Shortly after the Congress in 2005 one of the Presidium members decided to resign, and accordingly during the past two years 6 instead of 7 persons have carried out the work. It was therefore proposed by the Presidium to permanently reduce the number of Presidium members to 6, which was accepted by the Congress to be effective immediately.

The Presidium for the coming two years
Kim Thorsgaard Jensen was re-elected as Vice President of ETBF for a 4 years term and Roni Ashkenazi was re-elected as ETBF Presidium member, also for a 4 years term. Both were elected by acclamation. Until the next Congress the Presidium consists of:
